How so? Newline does count as whitespace, after all, so it does
separate words. The only case where this really might fail would be a
last line in a file not properly followed by a newline. But then,
that makes such an input file a non-text file by the usual conventions
anyway, and thus the output of all text utilities essentially
undefined.
