Yes, in order to use some project's CVS you need the same build tools
as that project's maintainers.

For people who don't want to install special build tools (m4,
autoconf, perl, automake, flex etc.) the projects make releases
(sometimes also snapshot tarballs) which contain all the
aclocal.m4/configure/Makefile.in files that are needed.
