One other thing I have noticed--the test whether an export stub can
reach its target seems too pessimistic on a PA2.0 machine. The test
is:
if (sym_value - 8 + 0x40000 >= 0x80000)
Maybe we need to add a flag "has_22bit_branch" to improve this?
