problem in building with cygwin

Hello!There..

Sub.:- Problem in building binutility with cygwin.

While building  ARM tools binutils-2.11.94 on windows with bash 
prompt
of 'Cygwin tool', i am facing problem for 'configure' command.

I have given the command as

/src/binutils/binutils-2.11.94/configure --target=arm-elf \
      --prefix=/tools \
      --exec-prefix=/tools/H-i686-pc-cygwin \
      -v 2>&1 | tee configure.out

but it could not recognising 'configure' in the above line,though 
it is
presend in binutils-2.11.94.
Even after setting the environmental variable CC to the working 
compiler
it is not working.

Pls. help me to solve this problem in building the binutils with 
'cygwin'
