a bug on XalanTransform program

To Whom It May Concern:
        
Recently, I have encountered a bug on XalanTransform program in XML_XALAN sets. 
The XalanTransform can¡¯t support Chinese and GB2312 character set.

In additon, could you tell me which program can create a xml file in disk 
instead of in memory.

The Autoconf version number is 2.10.
