Hard to say, given the information that you've specified.  I can think
of two suggestions, though.  You might want to try both of them at the
same time.

1.  "truss" tar and make sure that it is executing the right system calls.
    E.g., "truss -f -o /tmp/truss.out /usr/local/bin/tar -cMf /dev/rmt/0 
compOneMtestdir"

2.  Try using a recent tar alpha version; tar has some fixes in this area
    (though there are probably still some bugs).

The canonical place for tar alpha versions is
ftp://alpha.gnu.org/gnu/tar/.  That site is down right now, but you
can get the latest test version from any number of mirrors,
e.g. <http://ftp.debian.org/debian/pool/main/t/tar/tar_1.13.25.orig.tar.gz>.
