Hello Dan,
        it's documented feature: even the four years old version of manual
which is on the web (Updated for Wget 1.5.3, Sep 1998) explains it exactly
in the same words as the newest cvs release:

   Note that these two options do not affect the downloading of HTML files;
   Wget must load all the HTMLs to know where to go at all--recursive
   retrieval would make no sense otherwise.
