Are you sure that it really is an tar.gz file?  You can check this
with the command `file' which is installed on most operating systems.

The intended recipient is anyone subscribed to bug-tar or whatever
other list it pipes to, i.e the public.  This mean that the public is
the recipient, which means that anyone can "peruse, use, disseminate,
distribute or copy this message".  Making this little blurb quite
point less.  Please remove it.
