strip incorrectly stripping relocation syms?

I'm running "strip --strip-unneeded test.dll"  on my win32 DLL using strip 
ver. 2.12.90, and it seems to strip my relocation section anyway.  I thought 
'--strip-unneeded' was supposed to prevent this, is that correct?  All I 
want to do is strip debug symbols only, not relocation info, which is needed 
since I dont know where it will be loaded by the OS.
