Both variables are meant to be defined in po/Makevars. If you don't
have this file, you have an incomplete source tree. Probable causes
can be:
  - Someone has run "gettextize" without doing the manual adjustments
    that gettextize tells you to do. Or
  - po/Makevars has been forgotten to be added to the CVS repository
    that you are using.
