The gperf documentation (section "Format for Keyword Entries") allows
empty keywords to be written as "" or directly as empty.

If you want to put comment lines in, you can do so:

keyword1
#
keyword2

In the keywords section of a gperf input files line breaks and white
space are significant; you cannot expect blank lines to be treated
like comments there.
