tar-1.13 -- build error on aix-4.3.3

Tar Maintainers,

Having difficulty building tar 1.13 on AIX-4.3.3.
I'm running configure with:

    ./configure --disable_nls

Everything compiles, and links okay.  However, the resulting
tar executable gives the following error:

<<<dlaixpd1:root>>> tar
exec(): 0509-036 Cannot load program tar because of the following errors:
        0509-150   Dependent module libc.a(shr.o) could not be loaded.
        0509-022 Cannot load module libc.a(shr.o).
        0509-026 System error: A file or directory in the path name does not 
exist.

The compiler being used is 'cc'.

I'm surprized that it could actually link given the above errors.

Any ideas?
