We should avoid ifdef hackery like that.
Better would be this:
#ifndef INITIAL_BUFSIZE
# define INITIAL_BUFSIZE 32768
#endif
and then the Microsoft Windows config.h can define INITIAL_BUFSIZE to
a value that avoids the Microsoft bug.
