I think it can be read both ways.
The current make-stds.texi says:
@item datarootdir
The root of the directory tree for read-only architecture-independent
data files. This should normally be @file{/usr/local/share} ...
@item datadir
The directory for installing idiosyncratic read-only
architecture-independent data files for this program. This is usually
the same place as @samp{datarootdir}, but we use the two separate
variables so that you can move these idiosyncratic files without
altering the location for Info files, man pages, etc.
So perhaps ask whoever is responsible for the GNU coding standards to
make the text more clear in the next version.
If anyone thinks a change is needed/desirable, propose it to
address@hidden (Which happens to go to me at the moment. And I
will duly forward it to rms, who makes all decisions concerning GNU
standards.)
make datadir=FOO
should the data files go into FOO or into FOO/awk? With your
FOO. If you said make datarootdir=FOO, they'd go into FOO/awk.
