You could use the binary contained in
http://rpm.pbone.net/index.php3/stat/4/idpl/1296404/com/gettext-csharp-0.14.1-2ark.i586.rpm.html
Or you can also build it yourself; on a Woe32 system you will need to operate
from Cygwin, having some C# compiler in the PATH. The usual
"./configure; make" will generate it.

pnet and mono are supported; other C# compilers may or may not work - I don't
know.
