Patch for patch-2.5.4 for Win32 support

Attached is a patch to the patch 2.5.4 source found on the gnu
server, ftp://ftp.gnu.org/gnu/patch/

   This patch is distributed in the hope that it will be useful,
   but WITHOUT ANY WARRANTY; without even the implied warranty of
   MERCHANTABILITY or FITNESS FOR A PARTICULAR PURPOSE.

My objective was to make a port to the Win32 platform while
keeping the UNIX computability. I was not able to test two
features due to the limitation of my system : csv support and
edit script patches.

I believe that patch has been ported to win32 many times before.
This is just my attempt to keep close enough to the original to
bring the two forks together.
