Well, if _that_'s your problem, I can propose a way to continue providing
proper quotation marks for English users. Namely, use the "msginit" (or
"msgen") and "msgfilter" programs to generate an en.po catalog. GNU gettext
contains a file 'Rules-quot' for generating such a message catalog. It calls it
address@hidden, but you may call it en.po if you like. English users will then
see quotation marks. Users in the "C" locale will still see plain ASCII
messages, though.
