it works, i got what i want, but how it works,
actually i tried the same command
ls | grep ^[A-Z]*$
on different version of RHEL, it works there.

so what is wrong with my system (in bash shell), and whats the behind LC_ALL=C

Try
  ls | LC_ALL=C grep '^[A-Z]*$'

and read up on locale and LC_COLLATE.
