Fails to build with MinGW

Hello!

I recently tried to build Gettext with MinGW 3.4.5 and it failed
severely due to bad definition of LANG_* constants. in winnt.h there are
some constants defined and some of them are incompatible with those
defined in gettext-runtime/intl/localename.c.

This ends up with eg. SUBLANG_PUNJABI_STH1 = 0x01 and
SUBLANG_PUNJABI_STH2 = 0x01 (first one defined in winnt.h and skipped in
localename.c, second one defined only in localename.c).
