unnecessary mkdir in po/Makefile.in.in

Subject: unnecessary mkdir in po/Makefile.in.in

there are two $(mkdir_p) $(DESTDIR)$(datadir) in po/Makefile.in.in
this directory isnt used anywhere AFAICT
with redefined localedir i get empty $(DESTDIR)/usr/local/share after make
install
