The weights file (gnubg.weights) is in CVS, check if it was checked out correctly, it's a bigger file so maybe it failed?
On Windows Vista TestMinGW.bat generates: gcc: installatioin problem, cannot exec `cc1': No such file or directory Build failed, MinGW setup problem. The path for cc1.exe is C:\gnu\mingw\libexec\gcc\mingw32\3.4.2 (The same as it is on WinXP SP2)
After a quick search it looks mingw is currently broken with Vista, although work arounds may exists... You could try changing the "PATH=" line in the bat file to "PATH=C:\gnu\mingw\libexec\gcc\mingw32\3.4.2" and see if that works.
