It doesn't, so a gnubg build with USE_SSE2 will fail (with an error message) if run on a machine without sse2. Hence the need for a non-sse build if some old machine wants to run gnubg. I guess the up side is that we can use -msse2 on all the files, although this did cause problems with gcc3 and O3 I seem to remember (+ all the detailed talk about this in this thread...).
