I've been using Windows 10 and GNUGB for a while now, and haven't
observed this behavior. The direct link to the latest official download
is here:

whether you are using an official one or not (There are people on the
internet who take your installer and change it adding crapware to it)
If that still doesn't work I'd recommend trying to disable your
antivirus temporarily (and then re-enable it after0. this is just to see
if anti-virus is causing a problem on your system.
