[open-cobol-list] : [GNU Cobol 2.0] testsuite: 21 failed

Have been using the 1.1 version on Fedora 23 and before with no issues, but have setup a configuration on Windows using cygwin, and it had numerious errors with the check with 1.1, but version 2 just had the 17 skipped tests.

Wanted to check out the 2 version on the fedora, but not that it gets two additional errors, though one is expected??

I have attached the gz files for the testsuite.log and testsuite.dir
