$Id$ causes trouble each time someone puts such a file in CVS. And
then when someone has forgotten to "cvs admin -ko" the file, the Id
value is wrong and this wrong value gets propagated further.
It depends on how you define `wrong'. I don't see anything "wrong" with
the same file having different $Id$ values in different source
hierarchies. That's just the facts. There is no need for cvs admin or
any special treatment.
The whole idea about PACKAGE/lib/ChangeLog is that you can see at
which date which file was copied from gnulib/lib. $Id$ is not an
adequate replacement for this.
Certainly $Id$ is not an adequate replacement for ChangeLog (which I
forgot to update yesterday, oops). Neither is ChangeLog an adequate
replacement for $Id$.
Anyway, since no one else likes the idea, I won't push it. But I still
think it's a good idea :).
