I think you may be referring to an obsolete standard here.  The XSI
part of XCU5 (dated 1997) indeed requires egrep and fgrep.  However,
these commands were removed in XCU6 (dated 2001), which lists egrep
and fgrep as "legacy utilities that are not carried forward" from
XCU5.  I.e., they were removed from the 2001 standard, I guess on the
grounds that they were marked as obsolescent in the 1992 standard and
so people had nearly a decade to switch.
