Currently there is no platform where one would pay a price. On glibc
systems, stpncpy() works and is used. On AIX it doesn't work and is
replaced.

But for the sake of other systems that might implement a correct
stpncpy() in the future I've now added an autoconf test. Thanks for
the suggestion.
