I think it was Bruno who wrote that.  Here's the reference I recall:

But his remarks don't rule out automating the process.  We can simply
arrange for config/srclist.txt's $GETTEXT to point to a copy of the
most recent gettext release that Bruno is happy with (as opposed to
CVS gettext).  Currently that release is gettext 0.12.1, so we can
implement this easily today.
