I discovered acinstall a few months ago while grepping
Automake's sources so I'm afraid a won't be of much help...

Before I found acinstall, the only program using these serial
numbers I knew was libtoolize.  But it's only using this for
it's own libtool.m4 file, so that's not your problem.
