2.2.9 has --ppi.  As far as I can tell it supports only the "# "
style, not the " #" style, so some hacking would be required.  I
rarely use 'indent' myself, but it's nice to have it on occasions like
these.

It'd be nice if cc-mode supports that indentation automatically, but I
couldn't find it in a brief perusal.  On the other hand (as far as I
know) cc-mode doesn't support the current "# " style either.  I indent
that stuff by hand, normally.
