The master copies config.charset, ref-add.sin (and the rest of module
'localcharset') are in libiconv and in gettext's libintl. To make it
really clear to everyone that libiconv and libintl are LGPL I wish not
to change the copyright of these files in libiconv and gettext. (There
are always some people who complain about unclear copyrights...)

Sure. But the same argument that you apply for gnulib also applies for
libiconv + libintl: Namely, to reach maximum clearliness of the copyright,
all files in the directory should bear the same copyright notice.

Now that srclist-update is in place, I don't see the copyright differences
as a big burden.
