configurable.  I'm using $pkg/gl and $pkg/gl/m4 for all things gnulib,
since $pkg/lib and $pkg/m4 is used for other purposes.

Also, I believe it would be good to offer a mode of operation that did
not modify files such as configure.ac, but rather wrote the m4 code
snippet into a acgnulib.m4 or something, which can be manually
included by the configure.ac author.  Perhaps that file could be
placed in m4/ though.  I dislike tools that often modify source files
that I keep in CVS.
