I think if you combine LGPL + GPL, GPL wins, as it is _more_
restrictive. I don't see how a license combination will allow the less
restrictive license to win (if that is the case, BSD + GPL => BSD).

In the general case I would agree with you.  I'm hoping that since the
differences between the two files tend to be just the gnulib integration, and that a broadly identical handful of lines constitutes the implementation of each, that I can contribute the libltdl portability layer to gnulib, and let the wider gnulib community help maintain it so that I can concentrate
on libtool proper...
