Why are these GNU standard documents in Gnulib? In Debian
they're available in the package gnu-standards, not related
to gnulib. (They're supposedly downloaded from
ftp://ftp.gnu.org/pub/gnu/standards, but that directory
doesn't seem to exist.)

By installing the *source code* to /usr/share/gnulib then you achieve
system-wide sharing. Just like you run autoreconf after upgrading
autoconf/automake/libtool, you would run gnulib-tool to update
the gnulib source code in your project. At least that's my idea
(and that's how I use it right now, except I don't use the gnulib-tool
program).
