[Bug-gnulib] doc/maintain.texi versus http://www.gnu.org/prep/maintain.t

This is not really a gnulib problem, more of a where-does-gnulib-come-from
problem.

I've been getting gnulib/doc/maintain.texi automatically from
<http://www.gnu.org/prep/maintain.texi>, but I notice that the latter
is out of date compared to gnulib, as is
<http://www.gnu.org/prep/maintain_toc.html>, etc., which in turn is
linked to from several places (e.g., <http://www.gnu.org/software/>).

I don't know how propagating changes to www.gnu.org is done but am
willing to help if my help would be useful.
