Personally I think this is overkill.  We already have this problem
with every GPL'ed program the FSF maintains, as contributors might get
upset if the FSF decides to release it under the Lesser GPL.  In
practice this is not a problem, as the FSF is more conservative in
these matters than almost anybody else.  I'll grant you that the
proposed change to gnulib-tool would make the problem more likely, but
it's still so unlikely that it's not worth worrying about now.
