When fixing copyright years, it is best (legally) to write them out in full:

  Copyright (C) 2001, 2003, 2003 Free Software Foundation, Inc.

There's no need to systematically go back change old files, but when
making updates, that's the preferred form.  It doesn't have to fit on
one physical line:

  Copyright (C) 1992, 1993, 1994, 1995, 1996, 1997, 1998, 1999, 2000,
  2001, 2002, 2003, 2004 Free Software Foundation, Inc.

is perfectly ok.

(I went through this with rms and moglen a while ago, plus reading up at
the library of congress, etc.)
