[bug-gnulib] build-aux fixes for gnulib-tool

gnulib-tool needs to be updated to reflect "config" to "build-aux"
change. While at it, I added support for reading AC_CONFIG_AUX_DIR
from configure.ac. So when AC_CONFIG_AUX_DIR is set in configure.ac,
module build-aux files will be moved to that directory. This can also
be overridden by using the added --aux-dir option.
