A gnulib PO file may indeed be better than 30 PO files, one for each module.
(At least for now, where the manipulations of PO files still cause manual
work here and there.)

Would you care to put special comment tags into the POT file, denoting the
modules to which each gnulib module belongs? So that gnulib-tool may
use msggrep in order to cut down the gnulib .po files to the amount needed
by a particular program.

Also, you cannot have 'tar' install a gnulib.mo on the end users disk,
because the coreutils' part would be different, and gettext's part would
be different as well. I can see two options: Install the needed part as
${PACKAGE}-gnulib.mo, or merge it entirely into ${PACKAGE}.mo before
installation.
