AC_STRUCT_TM

The attached patch removes reference to AC_STRUCT_TM, which is declared
obsolescent by Autoconf 2.60.  `struct tm' is also part of C89.

        * m4/posixtm.m4: Don't call obsolescent AC_STRUCT_TM.
        * lib/posixtm.c: Assume <time.h> has struct tm.
