I like the idea.  Do you plan to pursue it?

If you do, for starters, it'd help to include the .m4 file in the Files:
section and the m4 macro name in the configure.ac: section:

  Files:
  lib/same-inode.h
  m4/same-inode.m4

  configure.ac:
  gl_SAME_INODE
