I'm a bit stretched for time right now, but you're welcome to bring it
up, as an Emacs issue or as a GNU coding standards issue or both.

I suppose it'd be nice if Emacs highlighted this style better.  I
normally don't use highlighting so the highlighting issue doesn't
affect me much one way or another.  However, I hope that whatever
format is chosen works well even if highlighting is not available.

The ChangeLog format in question is common in several projects (I
think I saw it in GCC first), so I hope that the other Emacs
developers would want to support it, in addition to any other format
that they may prefer.
