checks in the new version to gnulib, or sends it to me, or something
like that.  James will inform us, I'm sure.

I would email it, as I have no write access to the gnulib repository.

I am inclined to finesse the license issue by using the all-permissive
text, which is compatible with everything.  Admittedly the file is a bit
long, but it's also boring and automatically generated, essentially a
transliteration of the code.  So somehow that feels ok to me.

The file itself is simply derived from
1. the regex.h header file
2. the gnulib documentation

I think that an all-permissive licence would be fine.
