It is in draft form, and you have to be a member of the Austin group to
have read access to it.  Membership is free:
http://www.opengroup.org/austin/lists.html

Draft 2 is closed, and draft 3 is not yet ready for comments; it is
anticipated to have at least draft 4 before the next version of POSIX
becomes binding.

That's because the man page copies the (weaker) wording from the existing
POSIX spec, which is rather vague in that area.

Also, the newlib library (the basis of cygwin) was patched in the last
year to do so.
