Hi Bo!  Thanks for doing this.  I have applied it to gnulib.  It passes
the self tests, after I added a base64-tests module, and if there is any
other problem with it I'll add self tests to catch those and let you
know.

Hopefully now coreutils can resume tracking gnulib's base64 copy...
