new module 'sys_wait'

This is a new module, providing a <sys/wait.h> file that also (more or less)
works on native Windows (mingw).

        * lib/sys_wait.in.h: New file, partially copied from
        lib/wait-process.c.
        * m4/sys_wait_h.m4: New file.
        * doc/posix-headers/sys_wait.texi: Mention the new module.
