In general I would prefer that as well, but maybe the reason is that the
*.texi files are re-used outside of the gnulib.texi? This is definitely
true for getdate.texi: the file is added to packages via the getdate
module. I'm using this in GNU Shishi, its manual contains an appendix
with the getdate.texi information.
