There actually is, although I admit I don't know how the messages get
integrated into the gnulib-using packages:

If this is incorporated into a project as a Gnulib module, how should
maintainers or translators do what the code instructs?
Although Simon answered about translators, there's another case which I
think is not addressed: downstream distros. Although I did not feel I
should write about it in standards.texi (maybe that was wrong), another
thing we want to encourage is for distro people to put in their own help
url for the package. And hopefully some people will go there and learn
about the various bugs^H^H^H^Himprovements the distros inflicted on our
upstream package.
I'm wondering about including a macro such as
#ifndef PRINT_DISTRO_HELP_URL
#define PRINT_DISTRO_HELP_URL
#endif
...
PRINT_DISTRO_HELP_URL /* in emit_bug_reporting_address */
I don't have any real clue about how to inform distros so that they
actually make use of any such capability, but maybe over time word will
get out.
