That's the common convention for when you receive a package in the form of a
tarball. For CVS or git checkouts, there is no such conventions. Some
packages have a README-alpha, some have a README-HACKING, some have a
README-hacking, some have a HACKING file, in others you have to look in the
autogen.sh file etc.
