License problem with regex and nl_langinfo

Since commit 0cfc3b87, the regex module depends on nl_langinfo.
Unfortunately, regex is LGPLv2+ and nl_langinfo is LGPL. Can the
licenses for nl_langinfo and langinfo be switched to LGPLv2+ ?

This lets me use regex again from LGPLv2+:
